A decisão de Sampaio foi legal, mas foi ilegítima. Pois uma das primeiras medidas que Santana Lopes prometeu foi a transferência de ministérios de Lisboa para outras cidades do país.
Eu concordo com esta medida, mas ela implica custos enormes - de criar infraestruturas nas cidades de destino, de indemnização dos funcionários forçados a deslocarem-se ou a passarem à reforma antecipada, de transferência de arquivos, equipamentos e demais materiais. Custos estes em relação aos quais as Despesas de eleições seriam uma ninharia, para além de estas permitirem às pessoas afectadas pela medida - e são milhares - expressarem a sua posição sobre a mesma, coisa que não acontece com o golpe palaciano que temos perante nós.
Perante esta proposta só há duas conclusões: um, o argumento economicista sobre as eleições era falso e mentiram-nos; dois, Santana Lopes já começou a fazer "simulação política", o que diz bem do que aí virá. E nesse caso, estamos perante uma das raras situações que tem apenas um, e bem identificado, culpado: Jorge Sampaio.
